Italy has 97 percent collective bargaining coverage. Its average wage is less than half of Denmark's. Both countries have no minimum wage.

Italy's constitution has guaranteed adequate pay since 1948. Its parliament has never converted that guarantee into a statutory wage floor. The reason is not ideological simplicity — it is that collective bargaining in Italy and collective bargaining in Scandinavia are the same instrument producing entirely different results.
